A rotary in inexperienced hands burns through paint in seconds.
Verdict
Buy the dual action. Do not start with a rotary. A DA polisher oscillates as well as spins, which spreads heat and makes burning through paint very difficult. A rotary spins on a fixed axis, cuts far faster, and generates enough heat in one spot to strike through an edge or a panel before you have registered what is happening. Professionals use rotaries because they have done thousands of hours. On a customer's car, that matters.

You are detailing cars, yours or anyone else's. A DA with a decent pad range removes swirls, light scratches and oxidation, finishes without holograms, and forgives the mistakes everyone makes learning. It is also the tool that will not cost you a repaint on a customer's vehicle, which is the only thing that matters on the first job you charge for.

You have real experience and you are cutting heavily oxidised or badly scratched paint where a DA would take all day. A rotary is a professional tool and it deserves the respect one. Keep it moving, keep the pad flat, stay off edges and body lines where paint is thinnest, and use a paint depth gauge if you are correcting anything valuable.

The clear coat that all correction removes is measured in microns and there is very little of it, particularly on edges and body lines where it is thinnest from the factory. Every correction pass removes some permanently. That is why the safe tool is the right default.
It is a respray of that panel and it is not repairable by polishing. This is the single strongest argument for a DA, for practising on a scrap panel or your own car first, and for carrying liability insurance before charging anyone.
For anything valuable or previously repaired, it is worth it. Repainted panels and older repairs can have unpredictable thickness, and a gauge is how you find that out before the polisher does.
